I don't know, Mercedes is definately trying to bate BMW and Audi into the Super Flagship segment. And now that Porsche and Aston Martin are entering the Segment I wouldn't bet the farm on BMW not producing a M7!

This is similar to the Dilema which applies to X5 aswell - No M-Powered X5 (although the US wants one, To which BMW have already told them No!) But M-powered X6 .

With the M-series the M5 has a more passionate ring to it than M7 , many within BMW feel that M7 would be a "follow Audi , MB" project . So it is possible that the top line M car would be upcoming BMW's Gran Turismo four door Coupe which would deserve and illustrate the M-status better than the
7er.
Leaving the V8 Turbo 7er to be the sole performance model within the range.

That's why the BMW board decided to bring the BMW ALPINA B7 to the US?

Not really. The S-Class AMG's aren't known for razor sharp handling. They handle well, but they're too heavy for extreme sporty driving on the track.

Also, as stated, an M7 goes against BMW M's philosophy. Most S-Class AMG buyers I imagine still drive their car in a relaxed and elegant manor, despite all the power.
