I'm pissed about this Law but I'm not gonna lie, The first time I saw spinning rims I was coming off a red light and as I entered the intersection I saw a Escalade with spinners on it and slammed on the brakes. But that was like 10 years ago, I highly doubt that people aren't used to them by now!
